Surprised that hasn’t become more widely used as a description like “Golden hour” has; The “pitch black” here, as far as I can tell” is not in reference to the sky, rather the two locations mentioned in the following sentence; Although it could be both in reference to physical darkness there (lack of actual lighting) and something like the mood of the inhabitants.
